UMRA Tier 4 licence renewal: the full guide

How UMRA licence renewal works for SACCOs, non-deposit-taking MFIs, and money lenders — the annual cycle, the 90-day rule, and what a lapsed licence means.

What UMRA licenses

The Uganda Microfinance Regulatory Authority (UMRA) licenses and supervises Tier 4 microfinance institutions and money lenders under the Tier 4 Microfinance Institutions and Money Lenders Act 2016 — this covers SACCOs, non-deposit-taking microfinance institutions, and money lenders that sit below Bank of Uganda's separate large-SACCO thresholds (see who regulates my SACCO in Uganda? for how the regimes fit together, including UMRA's reported, in-transition move into the Ministry of Finance).

How the licence year works

A UMRA licence is valid for one calendar year, expiring 31 December of the year it was issued (UMRA, Regulation service page). Renewal applications are required at least 90 days before the existing licence expires — in practice, that means the renewal window opens around 1 October each year and runs through the December expiry.

What happens if a licence lapses

A licence that isn't renewed before 31 December expires. UMRA's Tier 4 Microfinance Institutions and Money Lenders Act 2016 makes holding a valid licence a condition of operating in this regime — see the deadline explainer for what this means in practice and the renewal checklist for what to prepare before the window opens.

Fees

UMRA's regulations prescribe licensing and renewal fees in a schedule to the Tier 4 Microfinance Institutions and Money Lenders Act 2016 and its regulations. Specific current fee amounts were not confirmed against a UMRA-published document in the sources checked for this page — confirm current fees directly with UMRA before budgeting for renewal.

Where SenteRail fits

SenteRail is a technology provider, not a lender, bank, or licensed financial institution, and does not hold a UMRA licence on a SACCO's behalf. The SenteRail Ledger renders UMRA-formatted quarterly return templates directly from the ledger, with drill-down from every reported figure to the underlying postings — see UMRA compliance software for what that looks like in practice.
