What “check-off” actually means in practice
In an employer-based SACCO:
- The employer runs payroll.
- An agreed schedule deducts SACCO shares, savings, loan instalments or welfare contributions from gross or net pay.
- The employer remits a bulk amount to the SACCO (or its settlement account) and provides a member-level breakdown.
- The SACCO must post that breakdown to the right members before the next cycle — or disputes start on day one of the following month.
The failure mode is almost never “payroll cannot deduct.” It is reconciliation: the bulk remittance arrives, the file is late, staff numbers do not match member IDs, and the treasurer re-keys hundreds of lines by hand.
What HR and finance directors need from software
Write the requirement as an operating contract, not a feature list:
- Stable member keys that survive HR transfers, secondments and payroll number changes (national ID + employee number + SACCO member number, with a clear primary key).
- A monthly cut-off calendar both sides honour — when the deduction file freezes, when remittance clears, when the SACCO posts.
- Exception queues, not email: joiners, leavers, unpaid leave, garnishee conflicts, zero-net-pay, amount mismatches.
- Dual visibility — HR sees “deducted and remitted”; the SACCO sees “posted to member”; the member sees the same balances without calling either office.
- Audit evidence — who approved the schedule, which file version posted, which lines failed.
How automation should work (employer file → ledger)
The reliable integration pattern for corporate SACCOs is:
- Payroll system of record (SAP / Oracle / Dynamics / other HRIS) produces a period deduction extract — CSV, SFTP drop, or API payload.
