Is my SACCOS on TCDC’s deregistration list?

TCDC periodically gazettes lists of SACCOS it intends to deregister, with a 90-day objection window — this recurs, and is not a one-time event.

What this is

TCDC periodically publishes a Government Gazette notice listing SACCOS it intends to deregister — most recently 636 SACCOS, gazetted 4 April 2025. The legal basis is Section 8(2) and Section 100 of the Cooperative Societies Act, 2013, read with Regulation 26 of the Cooperative Societies Regulations 2015.

The stated reason in the 2025 notice was failure to meet registration conditions, including operating without a licence under the Microfinance Act, 2018 — in other words, a SACCOS can be validly registered as a cooperative under the 2013 Act while still being unlicensed under the separate microfinance-business regime (see the GN 675 licensing guide for that regime's requirements). This gazette mechanism is how TCDC enforces the gap between the two.

This recurs — it isn't a one-time event

An earlier, larger exercise removed 3,436 cooperative societies of all types (2,513 of them SACCOS) via a January 2020 gazette notice, using the identical legal mechanism. Treat TCDC deregistration gazettes as a periodic compliance tool TCDC returns to, not a single historical episode.

The 90-day objection window

Deregistration takes effect 90 days from the date the notice is published in the Government Gazette. A SACCOS named in a notice — or anyone with standing to object — can file an objection with the Registrar, through the Regional Assistant Registrars, within that same 90-day window.

How to check where your SACCOS stands

  • Check the current Gazette notice against your SACCOS's registration number and region directly on TCDC's website (ushirika.go.tz) — the named list is published there alongside the Gazette date.
  • If your SACCOS appears on a notice, the 90-day window from the Gazette publication date (not the date you noticed it) is what counts — don't wait to confirm the date.
  • If your SACCOS isn't licensed under the Microfinance Act, resolving that licensing gap is what keeps future deregistration notices from applying — see the GN 675 licensing guide.
