BNR licensing for deposit-taking SACCOs in Rwanda
Any deposit-taking SACCO in Rwanda needs a BNR licence — there is no deposit-size exemption, and the minimum paid-up capital is FRW 100 million, not the RWF 20 million figure sometimes cited.
No deposit-size exemption
A SACCO in Rwanda that takes deposits and lends is a deposit-taking microfinance cooperative under Rwanda's microfinance law — one of only two categories of deposit-taking microfinance institution the law defines, alongside deposit-taking microfinance companies. Any entity in either category must hold a National Bank of Rwanda (BNR) licence before carrying out deposit-taking microfinance operations. There is no deposit-size threshold that exempts a SACCO from this — licensing is required regardless of how small the SACCO's deposit book is.
This is worth stating plainly because a specific figure — a SACCO needing a BNR licence only once deposits reach RWF 20 million — has circulated in secondary commentary. That figure doesn't appear anywhere in the current licensing law's operative text. The only place a "20,000,000" figure appears in the law is as a maximum fine for operating unlicensed deposit-taking microfinance business — a penalty ceiling, not a licensing threshold.
The actual capital requirement
BNR's licensing regulation sets minimum paid-up capital at:
- FRW 100,000,000 for a deposit-taking microfinance cooperative (SACCO).
- FRW 1,000,000,000 for a deposit-taking microfinance company.
What a BNR licence adds on top of RCA registration
Every cooperative in Rwanda, including a SACCO, registers with the Rwanda Cooperative Agency (RCA) — that's the baseline legal-personality and governance layer. A BNR licence is a separate, additional prudential-supervision layer that applies once a SACCO is doing deposit-taking business, and it's a substantial one: BNR's licensing regulation is accompanied by a full set of prudential rules covering corporate governance, credit classification and provisioning, liquidity and capital-adequacy norms, risk management, and administrative sanctions — comparable in kind, if lighter in scale, to a full banking prudential framework. RCA and BNR processes are integrated at the application stage: RCA requests BNR approval as part of processing a SACCO's own registration.
